Francisco José Palacio Ruiz de Azagra

Holding a Law degree from the University of Deusto and a Business Administration degree from ICADE, Francisco J. Palacio chose to dedicate his professional career to public service.

Following his admission to the State Auditors and Controllers Corps and the State Tax Inspectorate, he held senior management positions within both bodies, serving as Deputy Secretary General of the General Comptroller of the State Administration, and subsequently as Deputy Director General of Resources and Procedures at the Central Economic-Administrative Tribunal.

It is at this latter institution where he spent over 25 years as a Member across various Divisions — Personal Income Tax, VAT, and Tax Collection — a role he combined with specialist teaching in taxation at the School of Public Finance itself, as well as at some of Spain’s most prestigious business schools, including Instituto de Empresa (IE), Universidad San Pablo-CEU, the University of Navarra, ICADE, and the Centre for Financial Studies (CEF) and its affiliated university, UDIMA.

Upon completing his tenure as Head Member of the Eleventh Section (Tax Collection) of the Central Economic-Administrative Tribunal, Francisco J. Palacio joins Garrido as Of Counsel to strengthen its Advisory Board and to support the firm’s Tax Practice with his knowledge and expertise.
